The content is contained in the code itself and the formatting is then applied to it by the stylesheet. The World Wide Web (W3) Consortium recommends using CSS-based layout because it creates "cleaner" code. In addition, XHTML/CSS pages are easier for search engines to crawl which could result in higher rankings.
